A hologram that follows a player.

• make holo <name> follow <who> keeps a hologram over a player's head as they move, for a name tag, a crown or a marker. make holo "tag" follow player 3 blocks above says how high over their feet it floats. stop holo <name> following lets it stay where it is.
• While the player is offline the hologram waits where it was. Following is not remembered over a restart: start it again in on player join:.
