First release: votes from voting sites in HyperScript scripts.

Added

• on vote: runs for every vote, with player as the voter. on vote "<site>": is for one voting site only. {_voter}, {_service}, {_votes}, {_streak} and {_late} say more about it.
• A vote for a player who is offline is kept and handed to on vote: when they next join, so no reward is lost. on offline vote: runs at once for such a vote, without a player.
• on vote party: runs every so many votes on the whole server (party-every in config.yml), and votes until party says how many are missing.
• votes of <who>, vote streak of <who>, last vote of <who>, total votes and top voters.
• add test vote for <who> and add test vote for <who> from <site> try a script out without a voting site. reset votes of <who> and reset all votes start counts again.
